Sorry for troubling you.
I'm looking for Torque Specs for 2009 Camry LE 2.4 L
Outer Tie Rod Castle Nut (Left and Right FRONT)
Lower Ball Joint Castle Nut (left and right FRONT)

For the life of me I'm scouring google and I just can't find the easy answer and checked my owners manual and could not find there either.

Can I go to AutoZone and will they look it up for me?

Ultimately, the information provided there was:
Outer Tie Rod Castle Nut Torque Spec: 36 Ft Lbs
Lower Ball Joint

Nuts and Bolt 91 Ft Lbs

I hope this path helps others if needed.

tighten up to 75 ftlbs - and put a cotter pin in it and you should be good to go
