So far as the oxidized paint goes, depends on how bad it is worn thru the clearcoat, if only superficial, polishing compound should take care of it. Usually if it'll come off with your finger by rubbing it and has color coming thru, it's superficial, but if it looks deeper, it may look like swirled up crap if you try to polish it...so then as Scotty said, it'll need stripping down and a total repaint for a more permanent factory appearance.

If the service history is unknown, I'd start with inspecting the trans fluid to see if it's clean or contaminated, if it's contaminated, I'd seriously consider dumping the car and look for one that was taken care of as Honda auto trannys are weak to begin with. If a V6 model, may need a timing belt service if it's not known how old it is.

oxidized paint can only be completely stripped off mechanically with sand paper or chemically with solvents. Then it has to be repainted, no way past that if you want it to look good
