LEDs do run cooler. There's more to an LED light assembly than just the LED. They also contain heat-generating microprocessors-- just as in your PC-- and just as your personal computer needs cooling fans to dissipate that heat, so too do LED headlights.
If LEDs are cooler than halogen bulbs, why do they needs cooling fans and halogens don't?

yes, that's to keep the halogen bulb from getting wet. leds aren't that afraid of a little water vapor
