I have a 2004 4runner. The brakes and tires are fine. My car is pulling to the left. Could this be bad struts/shocks?

First drive the vehicle on a very flat road with no crown - loosen your grip on the steering wheel a little then hit the brakes - if the car pulls a lot one side or the other you have a brake problem not alignment. Struts/shocks themselves won't cause a pull but a worn strut mount or ball joint, tie rod end will - bottom line - you won't have an alignment issue if you haven't hit the car or a suspension part I mentioned is not worn out.
