I think Techsus first sentence is correct about the battery or alternator. Something is up with your power source going to the relay in the circuit. Does the glitch only happens with the car running? If it does then a different device is causing the problem for the relay for the dash lights and radio. By the way, I say it is the relay because they like to chatter when the voltage supply fluctuates and I'm thinking this because of the sound coming from what I guess are the speakers. I noticed in the video that you have the Air Conditioner on and you have the climate control option so the compressor will kick on and off to keep the temperature closer to the set point. If your Battery/Alternator is weak, when the A.C. clutch engages it may reduce the regulated voltage. Or if your A.C. clutch has more resistance when trying to engage the plates due to age/wear it will draw more current.
