Hey Scotty, I’m driving a 2008 Honda Civic Ex with about 107k miles on it. I hear a whining when my engine is cold but it goes away when it warms up. It seems to also do it when I turn the wheel.

Its a sign your power steering o ring. Common in acura/honda.

Second could be something else near your engine bay
I advise using something steel to hear where the noise is exactly coming from. Scotty has a video on this part.
