Bumpy Ride Under 5 mph.

My 2014 Ram 1500 (3.6L V6) has a very bumpy ride at low speeds. Almost like I'm going up a roller coaster. It doesn't happen always, but probably 7/10 times, when I release the breaks from a complete stop and let the car accelerate on it's own up until about 5mph. I put the best Michelin tires Pep Boys could give me on it and after about 10,000 miles, a feathered/chopped pattern on the outer tread appeared. My Ram only had 50,000 miles on it. I took it to the dealer and they told me I need to replace the tires and shocks and that the shocks caused the tread wear. They wanted to charge me $2300 to replace the shocks and tires!!! So, I replaced the shocks and took the car back to Pep Boys, to my surprise Pep Boys offered to replace the front tires at 90% off. I was hoping this would make a big difference, but it didn't. Do you think those rear tires are what is causing my bumpy ride, or is it something else. Maybe a sticking caliper? I took it in to Pep Boys again to try and get the rear tires replaced and the guy wouldn't do it without his manager and the manager wasn't there. He thinks the back ones still look fine.
Also, I plugged in my OBD2 scan tool and a 'permanent code' U0140 - Lost Communication With Body Control Module appeared. Could this be related? No check engine light was on.
